Development planning is a continuous process of looking forward and deciding on a course of action to improve people's quality of life and the appearance of our environment in a sustainable way. It involves protecting the best, improving the worst, and aiming positively to ensure a better quality of life for everyone, now and for future generations.


The Development Plans Unit focuses on the development and use of land, reflecting national and regional planning policies. Coventry's Development Plan makes strategic provision for the long-term use of land and buildings, providing a framework for local decision making and the reconciliation of competing development and conservation interests.

It aims to ensure that land use changes proceed coherently, efficiently, and with maximum community benefit. Development Plans indicate clearly how local residents, landowners, and other interested parties might be affected by land use change. They are subject to regular periods of intensive public consultation, involvement and negotiation.

Decisions on planning applications are made in accordance with the adopted Development Plan unless other material considerations, relating to land use development, indicate otherwise.

Revision of planning policies contained in Coventry's Development Plan

In 2004, central government imposed a number of changes to the planning system in England. In the main, the changes are intended to speed up the overall planning process and to make it more transparent.

Some of the changes made impact upon the way new planning policies are created and updated. In particular, it will mean that the LPA will gradually depart from the CDP and create new planning policies within the new planning system known as the Local Development Framework ("LDF").

In order to provide the LPA with sufficient time to move towards the LDF process, in September 2007 the Secretary of State made a Direction, which confirmed that the majority of existing planning policies contained in the CDP will remain in force until they are replaced in the LDF process. Within that same Direction, it was also confirmed that approximately 30 policies within the CDP would be deleted altogether as a result of them no longer being relevant or superseded by other policies or government guidance.

The list showing which policies remain in place (i.e. saved) or deleted and the Secretary of State for Communities and Local Government's Direction on policies to be retained in the Coventry Development Plan after 27 September 2007 is available to view and download.
