An appeal is not possible, and may not be necessary, until you have completed CHECK and CHALLENGE.

Yes - you are not entitled to withhold payment pending the outcome of an appeal and must pay charges due calculated in accordance with the rateable value shown in the rating list. We can take legal action to recover any unpaid business rates if necessary.
Changes to rateable values following successful appeals will normally be backdated to the beginning of the financial year in which the appeal is made, although there are some exceptions to this rule. Further information about these arrangements is on the Communities and Local Government website.
