Houses in multiple occupation licence

Houses in multiple occupation

Owners of rented houses in multiple occupation (HMOs) are required by the Housing Act 2004 to have them licensed by the Council where they are occupied by five or more people forming more than one household.

New legislation

Please note that new legislation has now been introduced which will affect which HMOs need to be licensed, and will impose new licence conditions upon HMOs. See our News Page for more information. We have produced a new guide to help landlords with frequent HMO queries - please visit our Advice Library.

Discretionary Licensing

We are consulting on proposals relating to Selective Licensing in selected wards, and Additional Licensing across the city. Please visit for more details, and to have your say.

Issuing of licences

We regret that we cannot offer any estimates on timescales for the issuing of licences or the inspection of properties. Provided that you have submitted a complete licence application, it will be lawful for you to operate your property as a licensable HMO.

If you are applying for a licence using the paper application forms, please send all documents by email to Please do not attempt to hand deliver applications.
