Local Plan update – 17 May 2017

The recent consultation on the Proposed Modifications to the Local Plan and City Centre Area Action Plan finished on the 28 April 2017. All responses have now been reviewed and submitted to the nominated Inspector. 

The Coventry Local Plan and City Centre Area Action Plan were submitted to the Secretary of State on 1 April 2016. This followed a period of statutory public consultation between 18 January 2016 and 29 February 2016. Following its submission, the SoS appointed an independent Inspector – Rebecca Phillips BA(Hons) MSc DipM MCIM MRTPI  – to oversee the public examination of the Plan and its evidence base. All documents associated with the examination process can be found in the Examination Library contents page.

The public examination hearing sessions took place over 3 stages:

  • 12 July 2016 until 21 July;
  • 11 October 2016 until 2 November 2016; and
  • 17 and 18 January 2017. 

Following the final hearing session, the Inspector confirmed that the Council could consult on proposed modifications to both Plans. The proposed schedule of amendments to both Plans were presented for a period of statutory consultation between the 15 March and 28 April 2017. This was with the aim of overcoming issues of soundness and factual correction. The majority of these modifications were reflective of the Action Points identified through the examination process to date.

What next?

All comments and documents are now with the nominated Inspector. It is now for the Inspector to make a decision about how the Plans proceed from this point on. As such there are a number of options available:

  1. Issue a final report allowing the Council to adopt the Plans if deemed sound and legally compliant or withdraw the Plans should there be identified issues that can not be resolved.
  2. Request further written information from stakeholders or hold further public hearings to obtain additional information around any potentially outstanding issues.
  3. request further amendments to the Plan which may require a further round of consultation.

As soon as the next stage is known the Council will update its website and notify all interested parties at the earliest opportunity.

The examination process remains open until such time as the Inspector provides her final report.

Examination Documents

The DCLG Local Plan procedural guidance was updated on 23 June 2016 and sets out the role of the Planning Inspectorate at examination as well as other useful information.

Should you wish to view any of the documents included in the examination library these can be found via the links above or are available to view at the Council's examination office. This is situated on the ground floor at Civic Centre 4.
