Local Plan and AAP update – 6 December 2017

The Inspectors final reports for both the Local Plan and City Centre Area Action Plan were published during October and November 2017. Both reports, alongside their required modifications were presented to Cabinet on the 28 November 2017 and Council on the 5 December 2017 with a recommendation to adopt. All recommendations were approved and both Plans can now move forward to adoption with immediate effect.

Both the Coventry Local Plan and City Centre Area Action Plan were submitted to the Secretary of State on 1 April 2016. This followed a period of statutory public consultation between 18 January 2016 and 29 February 2016. Following its submission, the SoS appointed an independent Inspector – Rebecca Phillips BA(Hons) MSc DipM MCIM MRTPI  – to oversee the public examination of the Plan and its evidence base. All documents associated with the examination process can be found in the Examination Library contents page.

The public examination hearing sessions took place over 3 stages:

  • 12 July 2016 until 21 July;
  • 11 October 2016 until 2 November 2016; and
  • 17 and 18 January 2017. 

Following the final hearing session, the Inspector confirmed that the Council could consult on proposed modifications to both Plans. The proposed schedule of amendments to both Plans were presented for a period of statutory consultation between the 15 March and 28 April 2017. This was with the aim of overcoming issues of soundness and factual correction. The majority of these modifications were reflective of the Action Points identified through the examination process to date.

The Inspector then issued her final reports on both Plans in October and November 2017.

What next?

In accordance with planning legislation, the council will now issue its formal Adoption Statements and provide notification to all involved in the process to date and the Secretary of State. This triggers a 6 week period within which time the Plans may be subject to formal legal challenge. This challenge period will run until 5pm on the 17 January 2018.
