COVID-19 (Coronavirus) Discretionary Grant Scheme for small, medium and micro businesses - Round 3

Coventry City Council aims to support as many businesses as possible through the Discretionary Grant Scheme. The grant will enable small, medium and micro businesses that have been negatively impacted by the outbreak of COVID-19 to retain employment and provide support to get through this challenging period.

Round 3 of the Discretionary Grant scheme will be awarded on a first come first serve basis, with the window open from 9am Monday 3 August until 5pm Wednesday 12 August 2020 or until funds have been allocated – whichever comes sooner. 

Previous applicants need not apply, unless your business employees between 30-249 people.

An assessment of the application will take place which will be based on, but not restricted to, factors such as level of fixed costs, loss of income and a plan for recovery – therefore if supporting information can be provided this will assist with the assessment for grant support. 


Following Government guidance that was released on 13 May 2020 Local Authorities are being asked to make funding available primarily to businesses in the following categories:

  • Businesses in shared offices or other flexible workspaces. (Examples could include units in industrial parks, science parks and incubators, which do not have their own business rates assessment).
  • Regular market traders who do not have their own business rates assessment.
  • Bed and breakfasts which pay Council Tax instead of business rates.
  • Charity properties in receipt of charitable business rates relief, which would otherwise have been eligible for Small Business Rates Relief or Rural Rate Relief.

Coventry City Council is also keen to provide support for businesses in the following local target sectors, and will make slightly larger grants available to these businesses:

  • Business in the hospitality, leisure, retail, cultural and creative sectors which were ineligible for the grant funding previously available
  • Independently owned manufacturing businesses (employing less than 250 employees) which have suffered a significant drop in income due to COVID-19 pandemic and have a plan to reopen as part of a new resilient supply chain for industry when the economy opens up  

All businesses that apply should meet the following criteria:

  • Businesses with fewer than 250 employees
  • Small, medium or micro (turnover less than £50 million)
  • Have relatively high ongoing fixed property related costs
  • Businesses must occupy property, or part of a property and this property must be in Coventry.
  • Businesses should demonstrate that they have suffered a significant fall in income due to the COVID-19 crisis
  • Businesses were trading on 11 March 2020.
  • Not be in receipt of other central government COVID-related grants (Small Business Grant Fund; Retail, Hospitality and Leisure Grant Fund – more detail below)

Level of grant funding available

Each application is capped at £10,000 or below. Following eligibility checks and an assessment for grant support, if successful, you may receive a grant from either Category A or B as listed in the table below depending on the number of employees and if you fall into one of the local target sectors.

*Should enough funds remain and in exceptional circumstances we will provide grants of up to £25,000 to businesses that employ between 30-249 people following completion of the application form.  Previous applicants from Round 1 and 2 that fall within this employment category can apply for an uplift in funding up to this amount by registering their interest by email to [email protected]

Please note:

  • Grants will only be paid to businesses with fixed costs for a property in Coventry.
  • One grant will be paid per business, not per property
  • Grant income received by a business is taxable therefore funding paid under the Local Authority Discretionary Grants Fund will be subject to tax. Only businesses which make an overall profit once grant income is included will be subject to tax
  • Payments are subject to the normal state aid restrictions. Further information regarding State Aid law.

Ineligible businesses

Businesses which have received cash grants from the following central government COVID-related scheme are ineligible for funding from the Discretionary Grants Fund. Such grant schemes include but not limited to:

  • Small Business Grant Fund
  • Retail, Hospitality and Leisure Grant
  • Previous applicants from Round 1 and 2 Discretionary Grant scheme (unless greater than 30 employees)*

Businesses who have applied for the Coronavirus Job Retention Scheme are eligible to apply for this scheme. Please note that if your business has furloughed staff, then it will still be eligible for the Discretionary Grant.

Companies that are in Administration, are Insolvent or where a Striking-Off Notice has been made, are not eligible for funding under this scheme.

What you need to complete the form

Prior to completing the application, the following information will assist with your submission.

Mandatory information

  • Bank statements for the last four months for the period 1 March 2020 to 30 June 2020 are mandatory.

Optional information

Additional information requested below is optional, however if provided will help us with our assessment of your grant application.

  • Business information: Company number (if applicable), VAT number (if applicable)
  • Category of Business: 8-digit Business Rates Reference number starting with 30 (if applicable)
  • Fixed Building related costs: Signed Lease Agreement, Signed Licence Agreement, Signed Rental Agreement or Signed Mortgage Agreement. For the purpose of this scheme, the Council determines fixed building-related costs to be; payments of mortgage, lease, rent or licence for business premises and not domestic premises (apart from the exception of Bed and Breakfast)
  • Loss of Income: four months of bank statements for the period 1 March 2020 to 30 June 2020 are mandatory and your latest set of company accounts
  • Number of employees: payroll or personnel records – redact names of employees, home address, DOB, NI numbers – job titles will sufficient if providing supporting information
  • Trading dates: Registration with Companies House, Registration with the Charity Commission, bank statements for the last four months for the period 1 March 2020 to 30 June 2020 are mandatory, evidence from HMRC or your public liability insurance certificate
