Coventry's plans for transferring young people with Statements of SEN or Learning Disability Assessments to Education, Health and Care Plans

The Children and Families Act came into force on 1 September 2014. This has introduced a new system covering children and young people across the age range 0 – 25. The new system puts children, young people and parents at the heart of things and being much more involved in decisions that affect them. The system of Statements of SEN in schools and Learning Difficulty Assessments in Further Education are being replaced over time by Education, Health and Care Plans.

This plan which was updated in September 2017 sets out the progress Coventry Local Authority has made in transferring children and young people with Statements and Learning Difficulty Assessments to Education Health and Care Plans. It also sets out how Coventry proposes to complete this work within the statutory timescales outlined in The Children and Families Act.

Coventry has completed all LDA transfers, and has a remaining 140 statements to transfer. 

This document gives an updated position and explains how the remaining transfer work will be undertaken.

My child has/is being put forward for a statutory assessment

All new requests which are agreed as meeting the criteria for statutory assessment will take the form of an Education, Health and Care needs assessment. This has to be completed within 20 weeks. By week 16 the Local Authority has to decide and notify parents if it is going to issue an Education, Health and Care Plan.

My child already has a Statement of SEN

The Local Authority is required to transfer existing Statements of SEN to Education, Health and Care Plans. This process must be completed by 31 March 2018. Your child’s Statement of SEN will remain in force until it is replaced with an Education, Health and Care Plan and the required provision will be provided. The Statement will continue to be reviewed on at least an annual basis. The annual review meeting when it is being converted is called a “transfer review”. You will be notified when the transfer review process is about to be undertaken.

I have a Learning Difficulty Assessment

All Learning Difficulty Assessments (LDA) for young people who remained in further educational training on 1st September 2016 have been transferred. LDA's are no longer recognised, having been replaced by the new Education Health and Care Plan (EHCP).

The following table outlines progress made against the Transition Plan during the 2014 - 15 academic year:

  • Early year’s settings to school
  • Phase Transfers: Primary to secondary
  • Year 6
  • Transferring from school to a post-16 provision or an apprenticeship; mainstream to a special school or vice versa.
  • Young people in further education and training who receive provision as a result of a LDA and who are continuing in further education or training beyond 1 September 2016 (Please note this is the final year for conversion for this group of young people).
  • Children and young people who move into Coventry with a Statement
