Under the Children and Families Bill 2013/14 and Special educational needs and disability code of practice: 0-25 years 2015, Local Authorities are required to publish, and keep under review, information about services they expect to be available for children and young people with disabilities and special educational needs. This is called the ‘Local Offer’. The intention of the Local Offer is to improve choice and transparency for families.
At CELC we are passionate about ensuring all pupils achieve their potential in all areas of life regardless of gender, ethnicity, sexuality, social background, religion, disabilities or educational needs. At CELC we ensure that all pupils, regardless of their specific needs, receive Quality First teaching. This enables them to make the best possible academic and social progress possible in a setting where they feel valued and respected.
The CELC ‘School Offer’ is intended to give you information about the ways we support all of our pupils, including those with special educational needs. It may not list every skill, resource or technique that we use as this list is in constant development.
A child is identified as having special educational needs when there is concern regarding their progress and when the usual provision, differentiation and resources used within the classroom do not enable improvement. There are four identified broad areas of need.
Behavioural difficulties do not necessarily mean a pupil has special educational needs and will not automatically lead to a pupil being registered as having special educational needs.
At CELC we are very aware that every pupil is different, and as a result, the educational needs of individuals are different.
What we offer pupils with special educational needs and/or disabilities will be different according to their needs and it is important to note that the provision is designed by relevant CELC staff and outside agencies working together to achieve the best possible outcomes for our pupils.
Typically, a pupil with special educational needs and/or disabilities will have a Learning Support Plan. This is created with the pupil. The plan will include areas of strength for the pupil and strategies suggested by the pupil, staff and home. These strategies will have been identified as being successful for the individual pupil. The plan will be reviewed regularly with the pupil and parents/carers. It is of the utmost importance that you make every effort to attend these review meetings.
The targets on the Learning Support Plan will be connected to their learning, some will also involve social interaction and emotional difficulties but the list of possible target areas is endless. Ultimately the targets will depend upon the needs of the individual pupil.

Additional provision is overseen by our SENCo and is designed and implemented by our team of teachers and teaching assistants. It is important to recognise that additional provision depends upon the needs of the individual pupil.
In addition, all of CELC’s pupils benefit from a range of teaching and learning experiences, a range of differentiated learning materials and regular monitoring of academic progress.
