The Council is committed to raising the standards of private rented housing and is consulting on two proposals that will place tighter controls on the standards of private sector landlords and the behaviour of tenants in neighbourhoods throughout Coventry. Licences would be issued where landlords demonstrate appropriate standards – including gas and electrical certification, and maintaining health and safety standards. As well as additional discretionary licensing conditions to address antisocial behaviour, environmental/management issues whilst improving living condition for residents.
The consultation covers Selective Licensing and Additional Licensing and runs from Wednesday 9 January 2019 to Wednesday 20 March 2019. Once you have read the information about the proposals, please complete the questionnaires.
In a Selective Licensing area, all private landlords with properties in that area would need to have a licence. The licence contains a series of conditions that sets out the standards a landlord is expected to achieve when managing and maintaining their properties. This helps ensures that homes are of a good quality. If the standards are not met enforcement action can be taken. The Council proposes to make some areas of the city a Selective Licensing area - these areas are shown on the map.

Additional Licensing applies to Houses in Multiple Occupation (HMOs), which fall outside of the mandatory HMO licensing definition. You can find out more about whether a property is a HMO in the documents below. The Council is proposing that the whole of the city be subject to Additional Licensing.
