ECO4

The Energy Company Obligation (ECO) is a government energy efficiency scheme designed to tackle fuel poverty and help reduce carbon emissions.

Large and medium energy suppliers are required by the government to install a number of energy efficiency measures such as insulation and heating upgrades to support vulnerable, fuel poor and low income households to heat their homes.

Eligibility for ECO is based on receipt of eligible benefits [https://www.ofgem.gov.uk/environmental-and-social-schemes/energy-company-obligation-eco/homeowners-and-tenants]. Local authorities however are able to widen the ECO4 eligibility criteria to enable more vulnerable and low income households, who are not in receipt of benefits, to be eligible for this support. It is important to note that eligibility for ECO doesn’t necessarily mean that an energy supplier or installer will decide to install energy efficiency measures in your home. A home survey will be needed to assess your home’s suitability for the scheme.

This statement sets out Coventry City Council’s flexible eligibility criteria for the Energy Company Obligation (ECO4) and Great British Insulation schemes which run until March 2026.

The ECO4 scheme will focus on supporting low income and vulnerable households. The scheme will improve the least energy efficient homes helping to meet the Government’s fuel poverty and net zero commitments. The Great British Insulation Scheme will support the ECO4 scheme in the delivery of predominantly single measures targeted at a wider range of households.

The flexible approach for Local Authorities (LAs) to identifying fuel poor and vulnerable households who may benefit from heating and energy saving measures is referred to as “ECO4 Flex” and “Great British Insulation Scheme Flex”.

The Council is publishing this Statement of Intent (SoI), on 12/10/2023 to confirm that each of the households declared will adhere to at least one of the four available routes outlined below. The tick boxes can be used to indicate to households which routes the council is using:

☒ Route 1: Owner-occupied and private rented sector households with a gross annual income less than £31,000. This cap applies irrespective of the property size, composition, or region.

☒ Route 2: Owner-occupied and private rented sector households that meet a combination of two of the following proxies:

  • Proxy 1) Homes in England in Lower-layer Super Output Area 1-3 (LSOA)[1] [#1]
  • Proxy 2) A person living at the premises is entitled to a Council Tax reduction on the grounds of low-income.
  • Proxy 3) A person living at the premises is considered to be vulnerable to the cold under the National Institute for Health and Care Excellence (NICE) Guidance NG6: Recommendation 2, for a reason other than their low-income[2] [#2]*
  • Proxy 4) A child living at the premises is eligible for free school meals, due to low-income[3] [#3]
  • Proxy 5) A person living at the premises is supported by a scheme established by the LA/DA that is named and described within their Statement of Intent and established to support people living on a low-income and considered vulnerable to the cold under NICE Guideline NG6.
    Keeping Coventry Warm (Stream 1 and 2) –scheme to support residents on low income and vulnerable to the affects of living in a cold home/at risk of being admitted to hospital due to living in a cold home. Scheme provides grants for heating and insulation measures. Residents must have a long term health condition or vulnerability affected by living in a cold home and must be on a low income/be in receipt of benefits to qualify for support.
  • Proxy 6) A household referred to the LA for support by their energy supplier or Citizens Advice, because they have been identified as struggling to pay their electricity and/or gas bills.
  • Proxy 7) [Please note, proxy 7 is for supplier owned debt data and is listed here for information only]. Households identified through energy supplier debt data. This route enables obligated suppliers to use their own debt data to identify either non pre-payment meter households (non-PPM), or pre-payment meter households (PPM)*. 
    • Non-PPM customers: These are customers who have been in debt for more than 13 weeks ending with the day on which the declaration is made, and are in a debt repayment plan with their energy supplier or repaying their fuel debt through 3rd party deductions. 
    • PPM customers: Suppliers may also identify PPM households who: 
      • have either self-disconnected or received supplier Discretionary/Friendly credit within the last 13 weeks ending with the day on which the declaration is made; or
      • are in a debt repayment plan with their energy supplier; or
      • repaying their fuel debt through 3rd party deductions.*

* Note proxies 1 and 3 cannot be used together.

* Proxy 7 cannot be used in combination with proxy 5 or proxy 6.

☒ Route 3: Owner-occupied and private rented sector households that have been identified by either a person registered in the General Practitioner Register, a Scottish Health Board, a Welsh Health Board, an NHS Foundation Trust, or an NHS Trust as vulnerable, with an occupant whose health conditions may be adversely affected by living in a cold home. These health conditions must be cardiovascular, respiratory, immunosuppressed, or limited mobility related.

☐ Route 4 [applicable to ECO4 Flex only]: Owner-occupied and private rented sector households that are referred under Route 4: Bespoke Targeting. Suppliers and LAs can submit an application to the Department for Energy Security and Net Zero where they have identified new methods to identify low-income and vulnerable households. Applications need to demonstrate a number of factors, including that the proposed methodology is more effective at identify households in fuel poverty than the criterion offered under Routes 1 and 2.

Scheme eligibility

All potentially eligible households should apply through one of Coventry City Council’s approved ECO / Great British Insulation Scheme installers or managing agents, to see if they can either benefit from the scheme or be assessed for eligibility under any other relevant programme.

Coventry City Council will administer the ECO4 Flex scheme according to the Electricity and Gas (Energy Company Obligation) Order 2022 (ECO4 Order).

The Council will administer Great British Insulation Scheme Flex according to the Electricity and Gas (Energy Company Obligation) Order 2023 (ECO4A Order).

The dedicated responsible person of the Council will oversee the process of identifying eligible households under ECO Flex and Great British Insulation Scheme Flex. The Council will notify Ofgem of households that declarations have been issued for via the declaration notification template.

All personal data collected or processed by Coventry City Council for the purposes of ECO4 Flex or Great British Insulation Scheme Flex will be processed and stored in accordance with: the Council’s obligations under UK GDPR and the Data Protection Act 2018, the Council’s data protection policy, the Information Commissioner’s Office Data Sharing Code and other guidance, and Department for Energy Security and Net Zero guidance.

Why we collect and use Personal Data about you

We collect and hold personal information relating to your participation in the Energy Company Obligation scheme (ECO4), delivered by different energy companies. The scheme is administered by Ofgem (the Office of Gas and Electricity Markets) on behalf of the Department for Energy Security and Net Zero (DESNZ).

We use your information for:

  • Confirming and reporting on your eligibility for the scheme under ECO Flex or GBIS
  • Funding compliance and reporting on the Scheme to the funding provider DESNZ
  • Auditing and to detect fraud and multiple grant claims

We process personal data because it is necessary to comply with our legal obligations and our lawful basis is public task. Our lawful basis for processing special category personal data is substantial public interest.

What information do we collect about you?

In order to confirm eligibility for the scheme, it is necessary for us to process the following personal information:

  • Name, address and contact details
  • Address and details of property receiving measure(s) under the Scheme
  • Household income which may include tax returns, payslips, benefit entitlements and bank statements
  • Ownership evidence
  • Health information
  • Utility debt information

Who we share your personal data with

We will share data with:

  • the Department for Energy Security and Net Zero (DESNZ)
  • the Office of Gas and Electricity Markets (Ofgem)
  • Relevant energy suppliers/managing agents and their subcontractors/installers
  • Other Coventry City Council departments

We will not normally share your information with organisations other than our partner organisations without your consent, however, there may be certain circumstances where we would share without consent such as where we are required to do so by law, to safeguard public safety, and in risk of harm or emergency situations. Any information which is shared will only be shared on a need to know basis, with appropriate individuals. Only the minimum information for the purpose will be shared.

How long will we keep your information?

We will only keep your information for as long as we need to so we can give you the service you need unless we must keep it for legal reasons. We will store your personal data for 7 years after the end of the scheme.

  2. Withdraw consent (see below)
  3. Ask us to change information we hold about you if it is wrong
  4. Ask us to delete the information we hold about you
  5. Ask us to limit the way we use your personal Information
  6. Ask for human intervention regarding decisions made about you by a computer
  7. Data portability (have your data transferred to another Authority)

EON ECO4 schemes in Coventry

Coventry City Council is working with E.ON to deliver energy efficiency upgrades at absolutely no cost to certain residents living in Coventry.

Eligible residents could receive measures including heating upgrades, loft and wall insulation through the scheme.

A small pilot scheme has been taking place in the Radford area of the city and we will be expanding the scheme to other areas over the coming months.

Residents in all areas of Coventry who think they may be eligible are welcome to apply for ECO4 through E.ON or via one of the installers on boarded by our ECO4 managing agent, Agility ECO [https://www.coventry.gov.uk/home-energy-warmth/energy-company-obligation-eco/5].

Eligibility

You qualify for the scheme if you’re a homeowner or you’re privately renting and you meet the following criteria:

  • You live in a home with an EPC rating of D, E, F or G for homeowners, or E, F or G for privately renting tenants,

and

  • you receive one of the following benefits:

Income Based Jobseekers Allowance, Income Related Employment & Support Allowance, Income Support, Pension Credit Guarantee Credit, Working Tax Credit, Child Tax Credits, Universal Credit, Housing Benefit, Pension Credit Savings Credit and in some circumstances or Child Benefit (subject to income caps).

Even if you don’t, you may still be in line to receive funding for energy efficiency measures.

ECO4 in Coventry

Coventry City Council has partnered with AgilityEco to expand the ECO4 scheme across Coventry, enabling more installers to take part and more residents to benefit from the scheme.

AgilityEco is an experienced managing agent for the ECO scheme and will be administering part of the ECO Flex scheme in Coventry.

Installers

Residents

Residents who are interested in applying for ECO4 flexible eligibility funding are advised to contact one of AgilityEco's on-boarded installers to understand if they may be eligible for the scheme. Great British Insulation Scheme

The Great British Insulation Scheme (GBIS), formally known as ECO+, is a government funded energy efficiency scheme, designed to deliver insulation measures to energy inefficient homes.

The scheme is an obligation on large and medium energy suppliers to support households to reduce their energy usage, however unlike ECO4 and ECO4 Flex, this scheme will deliver single insulation measures rather than following a whole house multi-measure approach.

Insulation measures you could receive through the Great British Insulation Scheme include:

  • cavity wall
  • loft
  • solid wall
  • pitched roof
  • flat roof
  • under-floor
  • solid floor
  • park home
  • room-in-roof

Eligibility

The scheme aims to support low-income and vulnerable households, (the low income group), however it will also be available to residents living in homes with an Energy Performance Certificate (EPC) rating of D-G, and within Council Tax bands A-D (general group).

To be eligible under the low income group you must be in receipt of one of the below benefits:

  • Child Benefit
  • Pension Guarantee Credit
  • Income-related Employment and Support Allowance
  • Income-based Jobseeker's Allowance
  • Income Support
  • Tax Credits (Child Tax Credits and Working Tax Credits)
  • Universal Credit
  • Housing Benefit
  • Pension Credit Saving Credit

To qualify, you must also own your property or have your landlord's permission. Your home's suitability for the scheme and the measures to be installed will be confirmed following a retrofit assessment of your property. This visit looks at what energy efficiency measures could be suitable for your home and how these measures could reduce your energy use and carbon emissions. Please note, eligibility for the scheme does not mean you are guaranteed to receive measures through ECO or GBIS. It is up to the energy supplier to decide which measures they wish to install and the level of funding.

The scheme is administered by Ofgem and will run until March 2026.
