Coventry City Council (CCC) Privacy Notice for My First Homes applications
Coventry City Council Complies with the Data Protection Act and the UK GDPR and is registered with the Information Commissioner’s Office (ICO) as a Data Controller.
This Privacy Notice explains how personal information is going to be used, what for, who it will be shared with and why.
Why we collect and use Personal Data about you
We collect and hold personal information relating to your application for the purchase of a home under the First Homes scheme. This information is provided by the homebuilder/developer of the First Home, after you have completed the application form, but we may also get some information about you from your mortgage advisor and solicitor in order to assess and make a decision on your First Home application.
We use this information to:
- Process your application to purchase a home under the First Homes scheme.
- Determine your eligibility under the First Homes scheme
Our legal basis for using your personal information is to meet our legal obligations. Local authorities should secure the discounts on First Homes in perpetuity through agreements under the powers of section 106 of the Town & Country Planning Act 1990 as indicated in the Written Ministerial Statement.
What information do we collect about you?
- Full name
- Date of Birth
- Occupation
- Contact details (telephone number and email address)
- Current address
- Annual income details
- Information about the deposit and mortgage arrangements
- Whether you are a first time buyer
Who we share your personal Data with
We will share data with:
- The First Homes Applicant(s)’ conveyancer
- The Home Builder
- The Home Builder’s conveyancer
- The proposed First Home Owner(s)’ mortgage advisor (if one is being used)
This is in order to complete and share the completed Authority to Proceed form and Authority to Exchange (and Compliance Certificate).
We may provide anonymous data to the Ministry for Housing, Communities and Local Government (MHCLG) for analysis, such as age of purchasers, household size, annual household incomes at the point of purchase; the eligibility criteria used to support the First Homes purchase; and data concerning mortgages, such as deposit levels.
How long will we keep your information?
We will hold this information for as long as it is needed, or if we are required to do so by law. In practice this means that your personal information may be retained for the relevant period listed below:
- Evidence which includes personal information related to the purchaser’s eligibility of the First Home will be retained for 7 years after the First Home is sold.
- Application forms will be kept up to the point until the First Home is sold, or it no longer remains a First Home, or if the application if rejected.
- Personal information on the contact’s name, address and phone number/email of the First Home purchaser(s) will be stored until the property is sold to a new purchaser, to make sure it continues to comply with First Homes requirement around letting and selling.
We will hold the information above in order to comply with the First Homes monitoring process. After this, your personal information will be deleted.
Your Rights
You have the right to:
- Ask to see the personal information we hold about you
- Withdraw consent (see below)
- Ask us to change information we hold about you if it is wrong
- Ask us to delete the information we hold about you
- Ask us to limit the way we use your personal Information
- Ask for human intervention regarding decisions made about you by a computer
- Data portability (have your data transferred to another Authority)
- Complain to the Information Commissioner’s Office

Withdrawal of Consent
Where personal data is processed on the basis of consent, you will have the right to withdraw that consent. However Coventry City Council process personal data that it is necessary to do so in order to comply with our legal obligations and to enable us to perform tasks carried out in the public interest.
Complaints
You have the right to submit a complaint if you are unhappy with the way your request is handled or disagree with a decision made by the council regarding your data. In these circumstances you can contact the Data Protection Team (DPO) and request a review of the decision.
