Personal alcohol and entertainment licences

A personal licence is a licence held by a particular individual to permit that person to authorise the sale of alcohol from a premises that is suitably licensed for the purposes of selling alcohol by retail. This can be in either a public house, off-licence, nightclub, restaurant, etc.

Conditions

Applications are made to the Licensing Authority where you live. The licence has no expiry date and will move with the holder from one premises to another, allowing greater flexibility.

  • Applicants must be over 18.
  • You must not have had a Personal licence forfeited in previous 5 years.
  • Please use the guidance sheet for help with the form.
  • A completed personal licence application and the disclosure of convictions form.
  • Two photographs, one of which is endorsed as a true likeness by a solicitor or notary, a person of standing in the community or any individual with a professional qualification.
  • A licensing qualification.
  • Criminal conviction certificate or a criminal record certificate or the results of a subject access search of the police national computer by the National Intelligence Service.
  • Evidence of the entitlement to work in the UK

Making your licence payment

A personal licence application is £37.00.

Pay by cheque

Payment may be made by enclosing a cheque made payable to Coventry City Council with the application forms or by the Licensing Team contacting you using your contact details provided on your application forms.

Application process

  • The completed application forms should be sent to the Licensing Team, Coventry City Council, PO Box 7097, Coventry, CV6 9SL
  • Your application will take between 2 - 4 weeks to be distributed to you.

Change of details

You must notify the authority in relation to any name or address changes. There is a £10.50 administration charge for this.

Privacy Notice 

If you are convicted of any relevant offence under the Licensing Act 2003, then your licence will be surrendered, suspended or forfeited.  Should you have any unspent convictions that are relevant to the four licensing objectives, then your application will be forwarded to the Police Licensing Officer for them to decide if they want to object to your application. If they wish to object, then they must do so within 14 working days of them receiving the application and a hearing will take place within 20 working days of the objection being lodged. The hearing will take place before the Licensing and Regulatory Subcommittee and the committee will then make the decision as to whether or not the licence will be granted.

We will use the information you provide to assess your licence application, as required by the Licensing Act 2003. We will share your information with the Statutory Responsible Authorities as required by the legislation, so they can consult on your application.  If appropriate, we will share this information with internal council departments / external partners in order to ensure compliance with our legal obligations.

We will share with The Cabinet office (who are a government department),  for the purposes of a data matching exercise called the National Fraud Initiative. The purpose of the exercise is to detect fraud and error. The Council is legally required to participate in this exercise.  More information on the National Fraud Initiative.
