Introduction

This document sets out the terms of reference for the Coventry City Council Event Safety Advisory Group (ESAG).   

The document should be read in conjunction with the following policy so as to provide a full understanding of the role carried out by the Event Safety Advisory Group in ensuring that the Group creates a consistent and well-tried safety oversight process that can be used to enhance public safety at events in the City:

Terms of Reference

  • To comply with all existing legislation and all appropriate available guidance.
  • To promote clarity of roles and responsibilities relevant to the event(s) within the ESAG’s remit. This should include the ESAG members roles and may include the powers and policies of those organisations in relation to events.
  • To provide multi-agency advice to ensure high standards of health and safety at events in the City.
  • To promote the principles of sensible risk management and good practice in safety and welfare planning. In doing so, the ESAG will take a holistic view to ensure all aspects of safety have been considered and it will follow the ALARP (as low as reasonably practicable) principles of risk reduction.
  • The ESAG will not give permission for an event, it will only give advice (members may however use their own powers where necessary to achieve compliance with appropriate legislation).
  • To encourage arrangements to be made to minimise disruption to local communities.
  • To establish clear timelines for the provision of paperwork to the ESAG and agree attendance and timelines with organisers.
  • To promote a consistent, coordinated, multi-agency approach to event planning and management.
  • To advise event organisers in respect of the formulation of appropriate contingency and emergency arrangements.
  • To advise event organisers in respect of relevant legislation and guidance.
  • To consider the implications of significant incidents and events relevant to their venue(s) and events. This will include consideration of ‘Zone Ex’.
  • To consider emerging threats to events.
  • To consider the implications of significant incidents and events relevant to the surrounding areas and facilities.
  • To receive reports relevant to debriefs, visits and/or inspections of the venue or event.
