Energy Management SLA

This is a tiered SLA offer (Bronze [https://www.coventry.gov.uk/services-schools/energy-management-services-team/5], Silver [https://www.coventry.gov.uk/services-schools/energy-management-services-team/6] and Gold [https://www.coventry.gov.uk/services-schools/energy-management-services-team/7]), enabling schools to choose the level of support they wish to receive from our Energy Management Team.

By offering these services as a set of packages, we have been able to reduce duplication, and therefore costs, significantly for schools when compared to sourcing each separately.

Since launching the service in 2019 we have seen a number of common ad hoc requests come through from schools. Whilst ad hoc requests are quoted based on the specific service requested we have provided some indicative costs for these common requests.

Meet the team

Lowell Lewis – Head of Energy Services

Dr. Lowell Lewis is a Sustainability and Energy Management professional with a background in engineering and wide-ranging experience coming from roles in brownfield regeneration, sustainability policy & research and energy management over the past 15 years. He leads the Energy Services team that delivers energy efficiency and renewable generation projects for the Council and supports others with their energy management and decarbonisation challenges. This includes all aspects from advising on procurement, day-to-day management of the utility contracts including validation and dispute resolution, budgeting and reporting on consumption and spend as well as responding to the shifting policies relating to carbon emissions reductions.

Adam Yarnall – Energy Manager

Adam has worked in utilities and energy management for over 15 years, specifically managing multi-site utility account portfolios and in cost recovery consultancy. A keen interest in environmental protection and sustainability, both within urban and rural settings, has led him to join the Energy Management team. He has extensive experience of all utility contract management activities for Electricity, Gas, Water and Liquid Fuel accounts including bill validation, dispute resolution, cost recovery and budget forecasting. He is also experienced in conducting onsite surveys and audits to uncover potential historic account errors or billing anomalies.

Bethany Kitchener – Low Carbon Officer

As a qualified Low Carbon Assessor, Bethany has a great understanding of the real-world impacts Climate Change is having on organisations. Having previously worked in the Council’s Low Carbon and Sustainability Team, she now brings her experience of delivering Energy Audits for local SME’s and Carbon Emissions Reporting for the city to our team. Whether you are looking for support in auditing your energy use, developing a decarbonisation plan, verifying energy efficiency projects or developing wider sustainability initiatives, you are in good hands with Bethany.

Dhaivat Joshi – Energy Project Manager

Dhaivat is an enthusiastic energy professional with a vision to build a responsible business beyond profits with 8 years of experience working in the Renewable Energy sector. Having previously supported West Midlands businesses as member of Aston University’s Low Carbon SME team, he is now bringing his passion to supporting the public sector around the deployment of sustainable energy across the Coventry City Council estate and its partner organisations. He provides us with the ability to deliver projects that can help you save money and cut carbon.

Tanjee Virdi – Energy Technical Assistant

Tanjee has extensive knowledge of Coventry City Council and related organisations having worked across various customer facing roles in both Finance and Energy Management for over 20 years. Tanjee supports across the Energy Management Services Team with a wide range of tasks including bill validation, staff training and coordinating and delivering site works such as utility meter exchanges and small energy projects. Tanjee is our customer service champion having built extensive relationships with the people and organisations in the city and is always on hand to find you the right person to help whatever your request.

David Ellis – Energy Coordinator

David has joined the team for 2024 following his time as an Energy Apprentice. His addition to the team further enables us to support you with energy and carbon related tasks and administration. Working across the full breadth of the service, he ensures that information is shared with stakeholders to maximise opportunities for a holistic and coordinated service provision.

Energy Certification Services

Display Energy Certificates

Display Energy Certificates (DEC) are required by law to be held for each qualifying building on a school site. The DEC is also accompanied by a Recommendation Report (DEC-RR) that is also required to be updated at regular intervals. The renewal frequency for these documents is dependent on the floor area of the building being certified.

Pricing

We have worked hard to provide as cost-effective solution for schools as possible. The cost of DEC compliance for a school is dependent on a number of items including:

  • Number of Qualifying Buildings
  • Size of Qualifying Buildings
  • If a Site Visit is Required
  • If a DEC-RR Renewal is Required
  • If we have Assessed the Site Previously

Therefore, the price for each school will be individually calculated annually.

Where possible we aim to deliver this service using our qualified in-house assessors in order to offer you the best rates possible. Occasionally we may supplement our capacity with partner contractors however this will be at no additional cost to the school.

Other Certification Services

Bronze SLA – Get the essentials

This provides the most important elements of basic energy management. These are activities that all schools should be undertaking in order to ensure good stewardship. Organisations that are signed up to the Council’s Energy Procurement Services will get this service included for supplies on the Council contracts.

The three key services in the Bronze SLA are:

Bill validation and dispute handling

Bill Validation Services are subject to available arrangements with your supplier for supplies not using our Energy Procurement Service.

  • bill validation and Dispute Management Bureau Service
  • monthly checking of invoices against contract rates
  • monthly checking of invoices against site consumption records
  • notification and management of disputes with supplier through to resolution

DEC Management

The certification costs are not included in Bronze SLA price as this varies by organisation. Please see our Energy Certification Services – Display Energy Certificates for latest pricing details.

  • arranging for DEC Assessments to be undertaken as required
  • provision of data for DEC Assessments
  • advising on any updates to DEC legislation requirements

Silver SLA - Additional Advice Service

The Sliver SLA upgrade has been created to enable organisations to access support with further common energy management tasks. Through upgrading to this SLA we can also provide additional tools for visualising your energy usage and tracking how you are performing against your budget or other desired metrics

Gold SLA - Be a "Net Zero" Champion

The GOLD SLA option offers the greatest level of support and is aimed at those organisations that are wanting to become a leader in the transition to “Net Zero”. This SLA offers support and guidance to help you adopt a comprehensive energy management system as well as to identify and deliver projects to reduce energy consumption. This is a bespoke package developed with your organisation and can include the following services and can be for multiple years.

Energy consumption exception reporting

  • Within month reporting of abnormal energy consumption (subject to available HH data)
  • Identify more quickly when something is wrong (e.g. equipment controls failure or leaks)

Annual energy site audits

  • Annual survey of building and energy usage
  • Identify potential energy project and behaviour change opportunities

Energy project support

  • Support in developing, sourcing funding and delivering energy improvement projects

Energy management certification support

  • Support in the development of EnMS policies and procedures
  • Support through the ISO500001 accreditation process to become certified
  • Assistance with annual reviews and future re-certification visits

Energy Procurement Services

Energy Procurement can be a complex and confusing activity as there are many different options in relation to energy and water contracts.

Our in-house Energy Management Services team has a wealth of experience in procuring energy and water contracts and is on hand to advise and support your energy procurement needs. Working with our colleagues in Procurement we can identify and provide support in relation to contract options for your utilities.

We currently offer schools the ability to access Coventry City Council’s corporate framework contracts:

  • Electricity Flexible Purchasing Contract (Oct 24 to Mar 30)
  • Gas Flexible Purchasing Contract (Apr 23 to Mar 27)
  • Water Purchasing Contract (Oct 24 to Mar 28)
  • Liquid Fuels Purchasing Contract (Aug 22 to Aug 26)

These contracts enable schools to benefit from a streamlined and supported energy procurement route that includes the service levels and competitive rates achieved through the bulk buying power of the Council.

These contracts are set up in line with the best practice energy procurement guidance for the public sector and are made available to schools via a simple contracting arrangement with Coventry City Council.

By joining the Council’s contract you are agreeing for Coventry City Council to act as your agent and manage the utility contracts on your behalf. As a result, a small administration fee will be applied to your account to cover the costs of procurement and contract management.

Additional support

To undertake the certification, the assessor will require 12 months energy consumption data for each building being certified. For support with this and any other energy procurement, utility management, and renewable energy project support, our award-winning service is available to use through our Energy Management SLA.
