Introduction
This is Coventry’s Indoor Sports Facilities Strategy for the period 2024-2031. It builds upon the conclusions identified in the Indoor Sports Facilities Needs Assessment Report which was initially researched and produced in Spring 2024 to reflect the findings of Sport England Facilities Planning Model (FPM) assessments in respect of swimming pools, sports halls and indoor bowls.
Building on the Needs Assessment and Facilities Planning Model (FPM) findings, the Strategy provides CCC with a comprehensive assessment of the current level of facilities available and future supply and demand needs for facility provision linked to key housing growth sites listed in the Councils Local Plan. It delivers a clear evidence base and recommendations to inform future development and/or consolidation of facilities, partnership development opportunity and funding applications.
Strategy Scope
The Indoor Sports Facilities Strategy and Needs Assessment covers the following indoor sports facilities:
- Sports halls
- Swimming pools
- Indoor bowls
- Health and fitness
- Gymnastics
- Squash
- Community halls (with dedicated sports provision)
Methodology
The assessment of provision is based on Sport England’s Assessing Needs and Opportunities Guide (ANOG) for Indoor and Outdoor Sports Facilities:
- Stage A: Prepare and tailor the approach
- Stage B: Gather information on supply and demand
- Stage C: Assessment of supply and demand information
- Application: Use the outcome of the assessment to deliver key priorities
In order to fully determine the city’s future facility requirements, FPM (Facilities Planning Model) reports for swimming pools, sports halls and indoor bowls were also carried out, factoring in anticipated population growth over the period to 2041, in line with the Local Plan review period.
Vision
The proposed headline vision is, thus that Coventry City Council will:
“Create and maintain high quality, sustainable sport, physical activity and leisure facilities which meet community need, help increase participation and tackle inequality issues providing accessible, inclusive activities for Coventry’s residents as part of an active lifestyle”
Strategic Recommendations
- Address medium / long term facility needs highlighted via the needs assessment and FPM modelling
- Increase community use of sport and physical activity facilities on education sites
- Embed better connections with health partners within Coventry’s leisure offer
- Ensure that CV life continues to provide a strong and responsive physical activity offer for older people, including within the design of new facilities
- Deliver a long-term plan to resolve Gymnastics facility issues in the City
- Protect the current stock of dedicated squash provision and consider providing additional facilities as part of any future large scale leisure investment proposals
