What is an Anti-social Behaviour (ASB) case review?

The Anti-social Behaviour (ASB) Case Review gives victims and communities the right to ask for a formal review if they feel not enough has been done about the anti-social behaviour they've reported. It brings together agencies like the council, police, housing providers and health teams to review the case and look for any missed opportunities or further action.

This is about finding solutions, not placing blame.

Who can request an ASB case review and when?

You can request an ASB Case Review if:

  • you’ve reported three separate incidents about the same issue in the past 6 months, and
  • you feel no appropriate action has been taken

or

  • you’ve reported one hate-related incident in the past 6 months, and nothing was done (hate incidents include those motivated by race, religion, disability, sexual orientation, or gender identity)

Anyone can request on your behalf — a friend, family member, carer, councillor, MP, or support worker.

What happens after you request an ASB Case Review?

  1. We’ll confirm your request. You’ll receive confirmation that your request has been received.
  2. We’ll check if the threshold has been met. The Community Safety Team will review your request to check whether it meets the criteria for an ASB Case Review. If the threshold is met, we will confirm this to you in writing and explain what will happen next. If the threshold is not met, we will write to you to explain why and provide advice on any other support or options available to you.
  3. Agencies will review the case together. If your case meets the threshold, relevant organisations (such as the council, police, housing providers, and other partners) will be brought together to review how your case has been handled.
  4. You will be invited to take part. You will be invited to attend the first part of the review meeting,  so that you can share your experience and ensure your voice is heard. This helps agencies understand the impact of the anti-social behaviour on you and consider your views when agreeing next steps.
  5. We’ll agree actions and next steps. The agencies will identify any missed opportunities, agree further actions, and decide how the case should be progressed.
  6. You’ll be informed of the outcome. You’ll be updated in writing about the outcome of the review , any actions that will be taken and information on the appeals process should you be dissatisfied with the outcome.

What isn't an ASB Case Review?

This process is for reviewing the handling of ASB cases to find new solutions.

It’s not the right process if:

  • you want to complain about poor service
  • you feel an organisation didn’t follow its policy
  • staff were rude or unhelpful
  • promises weren’t followed up (e.g. missed calls or meetings)

These concerns should go through the complaints process of the organisation involved:

If your complaint relates to another organisation, then details of their complaints process will be on their own website. Please do not use the council complaints policy to complain about another organisation.

An application needs to include complete details of the incident(s) you want reviewing including dates, times, individuals involved and which agency and department it was reported to. If an application does not include these details, a review cannot be carried out.
