Welcome to Coventry City Council Highways,
Over the next few pages you will find information about occupation of the roads, various licences and road closures for events.
Should you wish to occupy the Road/Highway for any reason you must first gain consent from the Local Highways Authority.
Occupation of the road includes but is not limited to the following: -
- Mobile Access Platforms or similar
- Building materials
- Temporary Excavations
- Scaffolding
- Welfare Cabins
- Holding an event
With regards to temporary traffic signals these are not licenced by the Highways Authority however you will still need their approval.
Applications for traffic management using temporary signals should be submitted with your Streetworks permit via Street Manager [https://www.gov.uk/guidance/plan-and-manage-roadworks]

Please be mindful that although we can accept your application online, should you have a specific request it would be helpful to contact the Traffic Management Team to discuss your requirements. A site visit maybe required to assess whether it is safe to have an object occupying the highway in a particular location.
Road occupation licences and applications to place temporary traffic signals will be processed in five working days.
For any requests to close a road we require twelve weeks' notice as a minimum. Should you have emergency works and you are unable to give twelve weeks notice please contact the team on TempTM@coventry.gov.uk
Tacit consent
Tacit consent does not apply. It is in the public interest that we must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us again.
Submission of a form and payment does not mean permission has been granted and occupation of the highway must not occur without a licence being granted first.

Charges
COSTS AND CHARGES
- to close a road: Minimum charge is £2,450 and twelve weeks notice required.
- mobile access platform/cherry picker/crane sited on the highway: £175 (1 month licence or 1 month renewal)
- mobile access platform/cherry picker/crane sited on the highway: £230 (3 month licence or 3 month renewal)
- there is a charge for permanent Signalised Junctions or Pedestrian Crossings to be Switched Off (including bagging over) and Back On between 07:00 - 18:00 Monday to Friday: £485.00
- there is a charge for permanent Signalised Junctions or Pedestrian Crossings to be Switched Off (including bagging over) and Back On out of hours: £600.00
- there is a charge for permanent Signalised Junctions or Pedestrian Crossings to be Switched Off (including bagging over) and Back On between late notice (within 24 hours): £720.00
- abortive visit (for switching off): £240.00
- waiting Time incurred Monday – Friday 07:00 - 18:00: £75.00 per hour
- waiting Time incurred Saturday and Sunday / Out of hours: £115.00 per hour

To apply or extend a licence to occupy the road please ensure that you use the correct form. Failure to do so could lead to delays in processing your application.
Once your licence has been granted, you must comply with all conditions. Failure to do so could result in your licence being revoked or a fine.

Should your licence request be refused, please contact the Network Coordination team in the first instance on TempTM@coventry.gov.uk [mailto:TempTM@coventry.gov.uk].
This will then be reviewed and you will be contacted with an update.

Conditions
You must comply with any conditions attached to the consent and comply with requirements relating to the fencing off and lighting of deposits or excavations on the highway.

Change of circumstances
