Bold Start, Bright Futures: our plan to improve Child Development and Health Outcomes (Birth to 5)
The Best Start in Life Strategy and Local Area Plan have been developed to provide a clear and aligned foundation for improving outcomes for babies, young children and their families across Coventry. Our delivery approach demonstrates strong alignment with the Best Start Family Hubs Framework, embedding key principles of connection, relational practice, inclusive access, insight-led development, and integrated data systems.

A robust evidence base has informed the development of the Strategy and will guide its delivery. Analysis of health, development, deprivation, SEND and early education data will be used to monitor progress, refine priorities and ensure resources are focused where they will have the greatest impact.
This supports a clear, adaptable and data-informed roadmap for 2026 to 2028, enabling partners to work as an integrated system to deliver a more joined-up and effective offer for families.
The Local Area Plan complements the Strategy by setting out how these ambitions will be delivered in practice. It defines key actions, clarifies roles and responsibilities, and establishes arrangements for monitoring progress and impact. The Local Area Plan is a living document, designed to evolve in response to emerging need, learning and evidence. In contrast, the Strategy will be reviewed annually to ensure it remains relevant and continues to reflect local priorities.
Strong governance and shared accountability underpin this approach, supporting coordinated and responsive delivery.
