Home Upgrade Grant (HUG2)

Coventry City Council complies with the Data Protection Act and the UK GDPR and is registered with the Information Commissioner’s Office (ICO) as a Data Controller.

This Privacy Notice explains how personal information is going to be used, what for, who it will be shared with and why.

Why we collect and use Personal Data about you

We collect and hold personal information relating to your participation in the Home Upgrade Grant 2 (HUG2), delivered by Coventry City Council and its delivery partner, E.ON. The scheme is administered by The Midlands Net Zero Hub (MNZH) on behalf of the Department for Energy Security and Net Zero (DESNZ). Act on Energy (AOE) are the customer journey support for HUG2.

Coventry City Council use your information for:

• Confirming and reporting on your eligibility for HUG2
• Funding compliance and reporting on the Scheme to the funding provider DESNZ
• Auditing and to detect fraud and multiple grant claims

We process personal data because it is necessary to comply with our legal obligations and our lawful basis is public task.

What information do we collect about you?

In order to confirm eligibility for the scheme, we may need to collect and process the following personal information:

• Your Home addresses and property details if you are applying, or being referred, for installation of a measure
• Your contact details - and owners (if different) including if you are offered an installation but do not accept.
• Eligibility and funding - details about how and why you were identified for participation in HUG 2 and details about any financial contributions you have made towards the cost of the installation, including tenure, benefit eligibility, income status and details of any additional funding used to support the installations, for example from the owners, landlords or other third parties.
• Measures installed - details of the energy efficiency measures or low carbon heating system installed, including type, size and cost.
• Property heating scores - pre- and post-installation property Standard Assessment Procedure (SAP) or Reduced Data Standard Assessment Procedure (RdSAP) assessments with scores.
• Details of installers in relation to each installation of a HUG 2 measure, including your contact details and any relevant accreditation or registration information and install details.

The above information will also be processed by, Act on Energy, Midlands Net Zero Hub, E.ON and Department for Energy Security and Net Zero for the purposes of delivering, monitoring and evaluating the HUG2 scheme, and for research and fraud prevention.

Who we share your personal Data with

We will share data with:

• the Department for Energy Security and Net Zero (DESNZ) and its delivery, research and evaluation partners
• Act on Energy
• Midlands Net Zero Hub
• E.ON and their subcontractors, installers, assessors and Trustmark
• Other Coventry City Council departments

We will not normally share your information with organisations other than our partner organisations without your consent, however, there may be certain circumstances where we would share without consent such as where we are required to do so by law, to safeguard public safety, and in risk of harm or emergency situations. Any information which is shared will only be shared on a need to know basis, with appropriate individuals. Only the minimum information for the purpose will be shared.

DESNZ may also share your data with other government departments and organisations administering other energy efficiency government schemes. Personal data shared may be stored on the DESNZ’s IT infrastructure and may therefore also be shared with DESNZ’s data processors Microsoft and Amazon Web Services. This means your data may be transferred and stored securely outside the UK or European Economic Area.

How long will we keep your information?

We will only keep your information for as long as we need to so we can give you the service you need unless we must keep it for legal reasons. We will store your personal data for 10 years after the end of the scheme.

Your Rights

You have the right to:

1. Ask to see the personal information we hold about you
2. Withdraw consent (see below)
3. Ask us to change information we hold about you if it is wrong
4. Ask us to delete the information we hold about you
5. Ask us to limit the way we use your personal Information
6. Ask for human intervention regarding decisions made about you by a computer
7. Data portability (have your data transferred to another Authority)
8. Complain to the Information Commissioner’s Office

Complaints

You have the right to submit a complaint if you are unhappy with the way your request is handled or disagree with a decision made by the council regarding your data. In these circumstances you can contact the Data Protection Team (DPO) and request a review of the decision. dpoteam@coventry.gov.uk
